I work broadly on public international law. I hold the NRF Research Chair in International Constitutional Law, which has a focus on governance in international law, including law-making, hierarchy in international law and actors in international law. In recent years, I have focused particularly on peremptory norms of general international law (jus cogens). I have also worked on the law of the use of force, focusing particularly on exceptions to the prohibition. I have also worked on the ocean governance issues and sustainable development.
